Manchester, Massachusetts, September 24, 1908.

WITH reference to your telegram No. 113 of the 23rd instant, and to previous correspondence, as to the Representative of Canada at the Opium Conference, I have the honour to inclose herewith copy of a Minute of the Canadian Privy Council delegating Mr. Mackenzie King to attend the Conference.

I have taken no action on this Minute pending the result of the correspondence between the Colonial Office and Canada on the subject.

Minute of the Canadian Privy Council.

THE Committee of the Privy Council have had under consideration a despatch dated the 20th August, from His Majesty's Ambassador in Washington, stating that he has received a private letter from the Acting Secretary of State of the United States of America, asking if Canada could send a Representative to the Secret Conference on Opium, and intimating that he would be glad if Mr. Mackenzie King could be sent as Delegate.

The Committee, on the recommendation of the Minister of Labour, to whom the said despatch was referred, advise that your Excellency may be pleased to inform His Majesty's Ambassador at Washington that Canada will send a Representative to the Opium Conference referred to, and that, in accordance with the expressed wish of the Acting Secretary of State, Mr. Mackenzie King will be sent as Delegate.

All which is respectfully submitted for approval.
